The Agriculture Commission is a new commission, aiming to provide research-driven insights and foster informed debate on key issues shaping European agriculture, rural development, and agri-food systems. Our priorities include:
1. Generational Renewal, Rural Development and Social Resilience: Explore policies that attract younger generations to agriculture, strengthen rural communities, improve access to opportunities and services, and foster social and economic resilience across rural Europe.
2. Agricultural Policy and Food Regulation: Analyse CAP reform within the 2028–2034 EU budget and developments in EU food law, from food safety to geographical indications.
3. Technological and Financial Innovation: Examine how emerging technologies, artificial intelligence, and innovative financial instruments can enhance the competitiveness, resilience, and sustainability of European agriculture.
4. Agricultural Markets and Strategic Autonomy: Produce in-depth analyses of agricultural markets, trade agreements, input costs, and commodity price volatility to inform Europe's food security and strategic autonomy.
5. Stakeholder Engagement and Collaboration: Foster dialogue, cooperation, and knowledge exchange among farmers, rural communities, agri-food businesses, innovators, researchers, and policymakers to address shared challenges.
Davide Barcella is an Italian student pursuing an MSc in Economic and Social Sciences at Bocconi University. His professional interests lie at the intersection of macroeconomics, commodity markets, and finance, with a particular focus on agricultural commodities.
From June to September 2026, he worked at the European Commission's Directorate-General for Agriculture and Rural Development (DG AGRI) in the market analysis and outlook team. Previously, he founded Triticum, an agri-fintech startup aimed at helping small and medium-sized farmers manage commodity price risk through hedging solutions. Beyond his professional pursuits, he is passionate about agriculture, European integration and Italian policy.
As Commissioner, he aims to contribute to shaping the future of European agriculture by placing younger generations at the heart of the policy debate and fostering innovation across the sector. He is particularly committed to exploring how technological advancements, artificial intelligence, and innovative financial instruments can enhance the competitiveness, resilience and sustainability of European agriculture in the face of mounting economic, climate-related and geopolitical challenges.
